One more time, religious considerations block equality and citizenship rights as Mufti Kabbani harangues politicians against civil marriage || Newspapers (Arabic)

As the issue of civil marriage has come back to the forefront of political and social debates, a number of clergy have mobilized against even a social dialogue on this matter!  The most violent reaction was certainly that of Sunni Mufti Kabbani who issued his own Fatwa threatening any Sunni politician, whether a parliamentarian or a Minister, with ex-communion should they decide to support, endorse or codify the recently declared civil marriage by a Lebanese couple.  The Mufti in his Fatwa that “Every Muslim official, whether a deputy or a minister, who supports the legalization of civil marriage, even if it is optional, is an apostate and outside the Islamic religion”.  He further explained his threat by noting that such official would not be washed, would not be wrapped in a [burial] shroud, would not have prayers for their soul in line with Islamic rules, and would not be buried in a Muslim cemetery,” Kabbani added.
The Mufti’s heinous statements were preceded by similar speeches aired from various mosque’s during the call for last Friday’s prayers notably that of the Director General of the Sunni wakf, Sheikh Hisham Khalifeh, who noted that the mere mention of this matter constitute a grave threat to Lebanon.  The member of the Islamic wakf board, Sheikh Ahmad al Baba was clear cut in issuing an order to politicians to forget this matter forever!  He also noted that this project, whether meant to be optional or compulsory, will never see the light in one Muslim country.  He added that those who believe that a civil marriage is better that an Islamic marriage are forever banned from their faith.
To be noted that “Shaml” civil association had convened a Press Conference last Friday in Riyad Al Solh square to remind politicians and citizens that there is indeed, somewhere in the forgotten drawers of the Parliament, a law proposal for civil family laws prepar3d by Eugarite Younane and Walid Sleiby which needs to be discussed and that the excuse put forward by some politician for the need to draft a law is simply to divert attention from this matter.

A special agricultural credit programme focusing on women || Newspapers (Arabic)

The Minister of Agriculture, Dr. Hussein Hajj Hassan, and the Head of the EU Delegation in Lebanon, Ambassador Angelina Eichhorst signed, together yesterday with the chair of the board of Kafalat, Dr. Khater Abou Habib, a grant contract amounting to 3.5 million Euros allocated to a credit programme for rural and agricultural development. The agreement falls within the framework of the Agricultural and Rural Development Programme financed by the European Union and implemented by the Ministry of Agriculture.
This new programme seeks to support the agricultural sector through building institutional capacities, strengthening rural communities and supporting initiatives which aim to meet the MDGs according to the Ministry’s strategic plan for 2010-2014.  The programme also aims to facilitate the access of small farmers and cooperatives to loans and focuses on women in rural areas as well as young farmers through increasing their income and creating new work opportunities throughout the agricultural production cycle in both rural and urban areas.
The Minister of Agriculture highlighted the importance of this new agreement noting that farmers will be able to break from the current lending cycles which imposes high interest rates often reaching 20 to 40% of the loan amount.

National Employment Office (NEO) launches the free electronic system for trading job vacancies || Newspapers (Arabic)

National Employment Office (NEO) launched yesterday, under the auspices of the ministry of labor, Selim Jraysatee, the electronic system for trading job vacancies on its website. This renovated e-system links job seekers to employers for free, and contributes to lowering the cost of accessing information by both job seekers and employers, and will create opportunities to match the suitable candidates to the right job.
The “e-vacancy trading system” is the fruit of 4 years of collaboration between ILO and NEO, with financial support by the government of Canada through CIDA. You can visit the e-system through accessing the NEO website http://www.neo.gov.lb; which is available in 3 languages; Arabic, English and French.

MoU between the Ministry of Labor and Caritas on domestic migrant workers || Newspapers (Arabic)

The Minister of Labor, Selim Jreisati, and President of Caritas, Father Simone Faddoul, signed a memorandum of understanding last Friday at the Ministry of Labor to coordinate aid efforts of to migrant domestic workers. The memo sets the framework for collaboration between the two parties in exchanging expertise, conducting training workshops for social workers, coordinating efforts for addressing cases of violation of migrant workers rights. The memo also emphasized the importance of developing the shelter center, operated by Caritas-Lebanon, which provides assistance to domestic workers in conflict with their employers.

The women sector of Future movement organized last Friday a talk entitled: “Gender and the Reality in Lebanon” at its centre located in Beirut, in which, the academic researcher, Azza Baydoon, intervened in the presence of several women activists.
Azza Beydoun gave a brief presentation of her recent book on gender and women’s conditions in Lebanon, whilst regretting that some people still make the liberation of women conditional to the liberation of our entire society!. Furthermore, Baydoon pointed out in her lecture to the limited participation of women in public affairs, despite the large number of educated women and women intellectuals, rejecting all arguments that justify the violation of women’s rights.

LCW calls for amending discriminatory laws and for higher women participation || Newspapers (Arabic)

The Lebanese Council of Women (LWC) organized last week a press conference headed by its president Jamal Gabril in which she renewed the rejection of all forms of discrimination against women, and reiterated its demand for a 30% women quota in parliament, the participation of women in national political dialogue, for granting them their right to pass their nationality to their children, and expressed its endorsement of the law to protect women from domestic violence. The press conference was held in the presence of PM Gilbert Zwayn, ex-minister Mona Ofeish, LCW past presidents; Linda Matar, Aman Shaarani, Iqbal Doughan, and representatives from several civil and women associations.
Gabril also indicated that Lebanese women who are still fighting for their social and political rights, remain marginalized and absent from national, political and citizen actions, adding that the absence of women from decision making positions have acted against the adoption of the law of protection against violence and resulted in the continued denial of her right to pass her nationality to her family in accordance with her constitutional right of equality with man. Gabril concluded that the present discussions around electoral laws are far from being to the benefit of Lebanese citizens; on the contrary they lead to solutions that actually exasperate the problems.

Kafalat loans drop by some 20% in 2012 compared to 2011 || Newspapers (Arabic)

Kafalat provides three types of loans through local banks.  The highest loan size is 600 million LBP or its equivalent in hard currency and is repayable over seven years with a 6 to 12 months grace period.  These loans benefit from a subsidy from the Central Bank secured by the national treasury and amounting to 7% of the loan amount with some exceptions on the interest rate.  Access to a Kafalt loan is contingent on the submission of a feasibility study.
Al Safir published a report on Kafalat’s loans in 2012 and noted a drop in number of some 19.42% (1025 projects supported in 2012 compared to 1272 supported in 2011).  This decrease is essentially due to the economic slowdown as a result of regional and local instability which affected most economic sectors in the country notably agriculture, industry, and tourism according the statistics of Kafalat and Credit Bank.
The total value of loans reached some 207.91 billion LBP or corresponding to new investments of approximately USD 128.45 million. In terms of targeted sectors, the highest percentages were recorded in agriculture 38.73% and then industry 28.34 %s, while tourism accounted for 177 projects representing 17.27%. On the other hand, 72 projects, worth some 14.32 billion LBP or USD 9.50 million were implemented in December 2012 whereas 90 projects were implemented in December 2011 of a net worth USD 13.06 million. Figures indicated that loans to the agriculture sector declined by 124 projects, from 521 projects in December 2011 to 397 projects in 2012, which represented a fall of 23.80 %.

The Economic and Social Development Fund provides support to 153 new projects in the last quarter of 2012 || Newspapers (Arabic)

ESFD announced in a statement issued yesterday that the number of new projects it has funded in the last quarter of 2012 through its “employment generation component” totaled 153 projects of a total value of 3.8 billion Lebanese pounds and thus creating 152 new employment opportunities.  As such, the total number of projects supported since the creation of the ESFD in 2003 and until December 2012 has grown to 7038 projects funded through small loans amounting to a total of 105 billion Lebanese pounds and thus creating a total of 4650 new work opportunities (c.f The Economic and Social Development Fund creates 250 employment opportunities during the third quarter of 2012 dated: 31 October 2013)
It is to be reminded that ESFD was created for the purpose of fighting poverty and mitigating its impact on vulnerable communities. ESFD includes two components namely “creation of work opportunities” and “local development” and is funded by the European Union through a partnership agreement with the Council for Development and Reconstruction concluded back in the year 2000.
