First street harassment fine in France

After the Parliament approved in August a draft bill combating sexual violence and violence against women (https://goo.gl/aDxbda),France fined a man with 300 euros and sentenced him to 3 months in prison for physical abuse against a pedestrian according to the new law criminalizing street harassment. In the details as reported by the BBC, the assailant, apparently drunk, boarded the bus in Ervy, south of Paris, and slapped a 21-year-old woman making vulgar remarks about her looks. This led to a squabble between him and the bus driver who locked the bus doors until the police arrived at the scene. This is the first fine in France in enforcement of the new anti-harassment legislation aimed to slash sexist insults and street harassment, including, catcalling and rude sexual remarks. On the incident, the minister who was behind enacting the law, Marlene Schiappa, praised the decision of the court in a tweet, “We thank the bus driver for his quick reaction and the court for the penalty imposed.” (Al Mustaqbal, September 27, 2018)

Twenty thousand Lebanese women tested for breast cancer in 2017

An Nahar reported yesterday that some 10,000 women reacted positively to testing for breast cancer in 2016, pointing to an increase in the number which doubled to reach 20,000 women in 2017. In this respect, a report released recently by the International Agency for Research on Cancer (IARC)- WHO, indicated that cancer incidence rates in Lebanon were the highest among West Asian countries in relation to population size. The report pointed out that there are 242 cancer patients for every 100,000 persons, 17,294 new incidences during 2018, and some 8976 cancer mortalities. According to the WHO report, the rates of the new cancer cases were 8485 women against 8809 men and the number of mortalities during 2018 were 3983 female deaths against 4993 males. The number of cancer patients in five years stood at 41,843 persons, 22,250 of which were women and 19,593 were men, the report said. Globally, the report pointed to 18.1 million new incidences in 2018 and the death of 9.6 million people. In figures, the breast cancer posted the highest rate (18.6%) among the total new 3219 incidences, followed by bladder cancer (10.5% - 1820 cases), lung cancer (9.5% - 1641 cases), prostate cancer (8.7% - 1507cases) and colon cancer (8.5% - 1463 cases). Multilateral cooperation on youth entrepreneurship and innovation

Within the framework of efforts to support entrepreneurship in Lebanon, the Order of Engineers and Architects launched yesterday the Young Engineers Forum 2018 under the theme: ‘Entrepreneurship: The engine of socioeconomic transformation’. During the event, organized in collaboration with Rural Entrepreneurs and Tatweer Baladna association, the president of the Order Jad Tabet, said ambitious entrepreneurs all over the Arab region and in Lebanon particularly, face many social and economic obstacles. “We must work hard to achieve a qualitative leap in all areas in order to create new prospects that encourage the youth to set off their entrepreneurial ventures,” Tabet said. He explained that the stifling socio-economic crisis engulfing Lebanon, coupled with the slump in jobs in the Arab labor market and the sweeping unemployment among the young people, necessitate the adoption of public policies that target SMEs. On the other hand, the Lebanese University (LU) and RDCL World signed on Monday a cooperation agreement aimed at supporting LU and promoting participation in projects to strengthen relations between universities and institutions in terms of labor market requirements, enhance the innovative abilities and skills of students, provide access to students and professors to visit small and large enterprises in Lebanon and the region and finally, train students to work in the Lebanese private sector establishments. BLC and economic empowerment of women

The chairperson of BLC Bank Nadim Kassar stressed yesterday the need to focus all local and international efforts to motivate the private sector and the business community to empower women, economically, and to give them equal rights at par with men. Kassar was speaking at a roundtable organized by the annual UN Global Compact Leaders Summit 2018 in New York on the sidelines of the UN General Assembly meeting. The summit gathered heads of state and government and key players in the business community and civil society, noting that Kassar is the only banking leader attending from the MENA region. The roundtable saw debates on issues such as human rights, promotion of gender equality as well as, internal and external efforts to achieve the UN Sustainable Development Goals, (SDGs) 2030. Lebanese women now allowed to issue civil registers for their underage chidren

The Director General of Personal Status at the ministry of interior, Brigadier General Elias Khoury, issued a circular on September 19 giving Lebanese women the right to obtain individual registers for her underage children. The civil registrars, the circular said, are asked to accept applications submitted by Lebanese women, irrespective of their marital status (whether married, divorced or widowed) that are included in the records, each within their legal power. The circular stressed that the above measure does not exempt the Lebanese woman from presenting the remaining documents required by the concerned public departments to complete any other procedure. To note, the personal status circular followed a previous memorandum allowing divorced Lebanese women to include their children in their civil register (https://goo.gl/bmVosi). On the new memo, Lina Abu Habib, Executive Director of Women’s Learning Partnership for Rights, Development and Peace (WLP), said in an interview with L’Orient Le Jour, that the step was small and reforms slow, nevertheless, it is considered a positive achievement that does not offer much to gender equality campaigners. Abu Habib wondered if such a measure was only an embellishment, demanding the amendment of personal status laws and liberating them from religious authority and sectarianism. And while Abu Habib did not play down the above measure, she asked about the fate of more important issues like for example, inheritance or travel permissions for children, noting that the two measures confirm that the family connection involves both parents, and hence the importance of allowing women to confer nationality to their children. Reed basket weaving in Ser3el threatened with extinction

Al Diyar newspaper featured today the rare popular craft of reed basket and rug weaving that has been passed from one generation to another but that is being forced into extinction due to a decline in demand. On the subject, Al Diyar spoke to Souad Abi Mansour, 76, from Ser’ul village in Zgharta who still holds to this craftsmanship which she inherited from her father. Mansour said her husband and she now depend on this craft for living and educating her children at the best schools and universities. Abu Charbel, from the same village, has worked in this craft for nearly 45 years, he told Al Diyar’s reporter. In the past, he lamented, demand was higher for reed baskets, but today with the widespread use of plastic, it receded and faded. Gerges, in turn, explained that the craft requires considerable time and hard work compared to the low proceeds. Ser’ul inhabitants grieved to Al Diyar that most of the young people refuse to take this profession, demanding the government to revive the artisan sector in the country. Threats of violence after TV talk show on women in Sudan

In its issue of today, Al Akhbar newspaper wrote about the controversy sparked by the Deutschewelle DW Arabic language ‘Shabab Talk’ show in which Lebanese presenter, Jaafar Abdel Karim, tackled the situation of women in Sudan. Al Akhbar said the topic provoked hate speech and violent messages of boycott which targeted Abdel Karim and Sudania 24 partner channel. The story began when 28-year old Sudanese woman, Weam Showki, derided the repression, humiliation and harassment against women in the North African country, addressing the head of the Sudan Scholars Corporation, professor Mohamad Osman Saleh, who participated in the debate. “The clothes I wear are part of my humanity and freedom of choice and not the choice of society with its sick and outdated traditions,” Showki said. Her rhetoric caused a heated discussion between supporters and opponents of gender equality and garnered hashtags and calls to boycott Sadania 24. Extremists also threatened the presenter and owner of the production channel with the use of artillery and machineguns. DW Arabic website clarified that the subject has reached imams of mosques who criticized the content of the show at their Friday sermons and the uproar reached the headlines of local newspapers. McKinsey Plan for Lebanon: endorse agriculture, legalize cannabis

The president of the Lebanese Exhibitions & Conferences Association, Elie Rizk, said that the support to the local agriculture sector proposed by the global consulting firm McKinsey & Company Plan for Lebanon’s economy, is a valid, objective and feasible demand if the recommended package of reforms is implemented. These involve first: Reduce the cost of production through benefiting from international organizations, grants and funds to finance raw material; second, improve the quality of prodution through training farmers to develop and enhance their products, and lastly, dispose of produce through skilled production companies that sort, package and market the produce. An Nahar referred to legalizing the cultivation of cannabis indorsed by McKinsey to prop up the general budget and alleviate the fiscal deficit. It cited the trade minister, Raed Khoury, who praised the good quality of marijuana planted in Lebanon which could be used in processing the high in demand and expensive cannabis oil. The newspaper, on the other hand, wrote that Hizbullah seeks to avoid publicly backing the legalization of the crop in an area that is considered one of its main strongholds, claiming that the party’s repute in the past few years involving the manufacture and trafficking in drugs, does not seem to be assuring. The newspaper concluded by wondering if the anticipated legalization will serve the country’s budget or Hizbullah. On the farmers’ front, and on behalf of the heads of agricultural coops, mayors and the committee for the follow up of support to the olive oil in Marjeyoon and Hasbaya, the chief of the Union of Municipalities of Hasbani asked the Prime Minister and House Speaker to subsidize olive oil by pricing each container at USD 50 as agreed in the budget of 2017. Regarding the developments on the Nassib Crossing, the director general of the General Security, Maj. Gen. Abbas Ibrahim set off an initiative last weekend to reopen the border crossing. He disclosed during a meeting on Saturday with Lebanese agricultural unions and exporters that the talks he held with Jordan’s King on the one hand, and the Syrian authorities on the other, could ease the border impasse. World women foreign ministers pledge a feminist perspective

At the first of its kind meeting, nine women foreign ministers in Montreal vowed on Saturday to bring a ‘feminist perspective’ to foreign policy. The 2-day meeting, which started on Friday, brought together more than half of the world’s women diplomats to discuss a number of topics, including conflict prevention, promotion of democracy and elimination of violence against women. On the occasion, Canadian foreign minister, Chrystia Freeland, described the summit as a historic opportunity, announcing the creation of Canada’s first position for the ambassador for women, peace and security. Freeland also stressed that the aim is not to create a closed women ghetto, but on the contrary, it seeks to highlight the significance, role and rights of women and girls around the world. The purpose, she maintained, is to propose ways women in leadership positions can use to defend and campaign for those rights. For her part, the EU foreign ambassador, Federica Mogherini, who co-led the meeting with Freeland, said: “We planted a seed which I believe will grow into beautiful flowers.” To note, the participating ministers will put forward the outcomes of the Montreal Summit as part of the UN General Assembly debate this week in New York. Regie tribute to women tobacco growers

La Regie Libanaise des Tabacs et Tombacs (Regie) kicked off on September 19th the third edition of its annual photography competition ‘Manchar Sowar’ at the Beirut Art Fair 2018. The focus of the event is on women working in tobacco plantations as a tribute to their efforts and participation in the continuity of this agricultural activity. The initiative is part of the sustainable development strategy launched in 2016 by the Regie with the aim to highlight the vitality of the agriculture sector socially and economically. The event also gives an opportunity to know more about this cultivation and explore what is behind the simple photo and the lens of the professional photographers, as this activity is part of the Lebanese cultural heritage that ought to be documented. For those willing to participate in the competition, the Regie invited them to upload their photos on its website using the following link http://www.rltt.com.lb/competition between December 15, 2018 and January 31, 2019. A competent jury will evaluate the photos to select the best, noting the value of the first prize is USD 5,000, the second is USD 3,000 and the third is USD 2,000. The results will be announced during the month of March coinciding with International Women’s Day. In an attempt to strengthen the role of working women, the Regie is expected to organize workshops, on the sidelines of the competition, that target the daughters of tobacco growers (aged between 18 and 25). The workshops will be held in Qleiat, the North, Deir el Ahmar, Beqaa and in the South in the towns of Aitroon (Bint Jbeil), Adchit (Nabatiyeh), Srifa (Tyre) and Tulin (Marjeyoon), and the dates will be announced at a later stage.
