Description:

The Emergency Co-ordinator is responsible for ensuring the effective implementation of ActionAid’s Syria Refugee Response programme at national level. The Syria Response is an ActionAid funded programme addressing refugees’ basic needs, empowerment and protection, and community led policy and advocacy activities for vulnerable Syrian women and youth in Jordan. The programme is currently being implemented in Zaatari Camp and Zarqa City in Jordan, and in locations within Bekaa Valley, Lebanon). The Emergency Co-ordinator will coordinate the implementation of programme activities in all working locations in Lebanon, and will line manage Field Coordinators.  The post will be line managed jointly by the Emergency Response Manager and the respective country Programme Manager.

Key responsabilites:

Ensure the implementation and coordination of emergency response programme at national level

  • Provide leadership at a national level on the emergency response programme implementation and be the focal point for ensuring effective delivery
  • Develop weekly, monthly, and updated quarterly implementation plans to ensure timely completion of all activities and ensure field staff have clear plans and assigned tasks
  • Monitor and support the implementation of activities according to agreed plans
  • Regularly follow up on quality of implementation of activities in the project location, including consultation with communities
  • Ensure the programme activities are implemented in line with ActionAid approach, including ensuring accountability to communities and promoting women’s rights.
  • Contribute to policy analysis and products at national and regional level, working closely with Policy Coordinator

Support and coach Field Coordinators and Community Mobilisers

  • Linemanage Field Coordinators (who have geographic responsibility for implementation in each working location) and provide coaching and support to ensure they can deliver effectively
  • Provide support and coaching to Community Mobilisers and other field staff
  • Work with Training Coordinator to ensure AA and partner staff working on the emergency has adequate training and support to deliver their roles effectively, including delivering training programmes where necessary
  • Provide technical guidance and advice to address challenges and queries from partners and Community Mobilisers.
  • Work with Field Coordinators and the Emergency Response Programme Manager to share good practice and lessons learned between project locations.

Ensure timely and quality monitoring and coordinate internal and external reporting

  • Ensure accurate and timely collection of data by field teams
  • Ensure accurate and complete financial records are maintained at field level and national level
  • Compile reports from each working location into national level monthly and quarterly progress reports
  • Contribute to narrative and financial aspects of donor reporting
  • Provide regular updates on security, including liaising with other agencies and appropriate coordination  mechanisms in the project location

Coordinate with partners and internal and external stakeholders

  • Coordinate with other agencies in the project locations, including attending working group meetings.  
  • Meet with donors and other external stakeholders as required, including presenting the programme objectives and progress
  • Provide information and updates to relevant parts of ActionAid International, including providing information for communications, fundraising and policy as required
  • Work closely with Lebanon Programme Manager to ensure effective flow of information and effective integration of the emergency response activities into ActionAid’s longer term programming
  • With support of Admin Assistant, coordinate international visits from ActionAid staff and external stakeholders
  • Contribute to fundraising proposals as required
Key competencies:
  • A Master's degree in a relevant field, or equivalent working experience
  • At least 6 years' experience of coordinating emergency response programmes, ideally in the Arab region
  • Commitment to accountability to disaster affected communities, women’s rights and human rights based approach
  • Experience in managing  a team of staff and providing coaching and support
  • Experience in monitoring and donor reporting
  • Excellent verbal and written communication skills in both Arabic and English
  • Excellent computer skills including Word, Excel and PowerPoint
  • A strong organiser who is able to multitask and meet deadlines, including the ability to work flexibly in a fast paced and rapidly changing context.
  • Ability to work sensitively and diplomatically, including experience of working with partner organisations and diverse groups of people
  • Ability and willingness to travel frequently between different programme locations within Jordan or Lebanon
Contract terms:

Reporting to: Emergency Response Programme Coordinator and Lebanon Programme Manager           
Line management of: Field Coordinators
Location: Bekaa, Lebanon - frequent visits to project locations will be required
Duration: 6 months with immediate start with possibility to extend to 1 year depending on funding availability
Salary: Lebanon: 900-1200 USD per month depending on experience. (transport costs to working locations and health insurance will be covered by the organisation)
