Description:

With funding from the European Commission Humanitarian Aid Office (ECHO), Welfare Association is implementing an emergency relief program “Emergency Assistance & Winterization Preparation for Affected Population by the Syria Conflict in Lebanon ”which includes a shelter rehabilitation component. The rehabilitation activity targets shelters in the Palestinian refugee camps of Burj el Barajneh and Shatila in need of emergency repairs, with the aim to help improve the households’ hygiene condition, safety and protection from the weather elements. The rehabilitation intervention is planned over a period of two months to include the actual rehabilitation, monitoring of the works and post rehabilitation evaluation.

Key responsabilites:

The Shelter engineer is responsible to oversee the implementation of the shelter component of the emergency project in the field. He/she is expected to:

  •  Monitor and supervise the technical  implementation of Welfare Association Shelter project in the area of intervention;
  • Ensure the quality of technical implementation of the project according to the programs’ agreed criteria and based on the technical plan (including BoQs, and implementation plan…);
  • Manage and oversee the daily laborers’ work and provide them with technical guidance;
  • Continuously evaluate the relevant shelter activities and ensure effective use of resources in close collaboration with the Project coordinator;
  • Ensure labor safety and security in the field;
  • Ensure smooth communication with the key stakeholders in the area of intervention and share relevant recommendations with the Project coordinator;
  • Report weekly project progress to Project coordinator according to the set monitoring plan.
Key competencies:
  • Educational background in civil engineering, with ideally with a focus on rehabilitation and reconstruction;
  • A minimum of 5 years professional experience with extensive experience in managing and implementing NGO-led rehabilitation programs;
  • Familiarity with the non-profit and aid system;
  • Strong organizational and supervisory skills;
  • Ability to meet deadlines and work under pressure;
  • Ability to work with culturally diverse groups of people;
  • Working knowledge of computers using MS Word, Excel among other software. Proficiency in internet use and email applications.
  • Arabic: Fluent in spoken Arabic;
  • English: Good command in spoken and written English.
Contract terms:

The Service contract is to be laid out over 2 months, for immediate recruitment.
Remuneration will be commensurate with the candidate’s work experience and qualifications.
