Loan to expand Tripoli Port, plans for a regional hub

The Lebanese parliament approved on November 12 a draft bill related to the Islamic Bank loan worth of USD86 million to expand and develop the Tripoli Port, as well as the implementation by the Council of Development and Reconstruction. On the subject, the director general of Tripoli Port, Ahmad Tamer, said the loan will turn the facility into a strategic logistic location boasting the technology and infrastructure that equips it to be one of the most important ports, not only in Lebanon but also in the region. The loan, Tamer added, will be used to rehabilitate the infrastructure inside the port, including the roads network, bridges, car parkings, buildings, electronic equipment, laboratories and cargo. In a summary of the feasibility study, Tamer explained that the accommodation capacity of the port will be upgraded from 20,000 to 270,000 containers annually, pointing out that the projected port traffic planned by the consultant (Dar Al Handasah & Associates) has estimated the economic internal rate of returns (EIRR) at 39.8%, indicating good economic feasibility (More info on the following link: (https://bit.ly/2Fpvwp8). Tamer described the step as a historic achievement that would certainly transform the port of Tripoli into a sophisticated, multimodal and intelligent logistics venue. Similarly, in the efforts to support the northern capital, Al Diyar newspaper reported that the president of the Chambers of Commerce for Tripoli and the North, Tawfic Dabussi, plans to launch an investment undertaking through the construction of a seafront area extending (23 kms) from Tripoli Port to Tabaneh, Badawi, Deir Amar and Abdeh and connecting to the Kleiat airport. It is expected to play a pivotal role in the reconstruction of neighboring Syria and Iraq and a transit route to Arab Gulf, Turkey and European countries. This project will generate scores of jobs needed by Lebanon and the region, Dabussi said, adding that it will not cost the government much if in the framework of partnership between the private and public sectors. It also comes from the conviction of the advanced countries in its vitality, Dabussi maintained, revealing that the Chinese ambassador to Lebanon has assured him that it serves the Silk Road Initiative, and expressed willingness to contribute to its financing. Further consultations on legalizing cannabis and tobacco farmers protest prices

The parliamentary subcommittee studying the draft bill for the legalization of cannabis for medicinal use held its third meeting yesterday and listened to scientific presentations by the Syndicate of the Pharmaceutical Manufacturers in Lebanon and a number of specialists on the subject. The head of the committee, MP Yassin Jaber, disclosed that participants agreed on the importance of planning workshops to elucidate the explanatory statements for the bill which hosts local and foreign experts to this end. In the same context, the president of the Lebanese Forces (LF), Samir Geagea, met yesterday a delegation of the counternarcotics Oum el Nour organization and Cenacle de La Lumiere for the recovery of drug addicts, to discuss the above draft law. The LF shared the delegation its fears and concerns towards this step, hence pressing for the adoption and implementation of the said law in consistence with the positive purpose on which it was based. Also, in the updates on the tobacco harvest, one farmer at a Regie center in the southern town of Mais el Jabal, protested to the price set by the officer authorized to buy the supplies from growers (between LBP 13,000 and 500,000), demanding fairness to this effect. Citing Regie sources, Al Akhbar newspaper said the above officer determined the price based on the condition of the farmers’ produce which was poor this year due to the fungal disease which hit large quantities of the crop. Religious jihad against vice: What about trafficking and violence against women in Lebanon?

At a time when spiritual circles in Lebanon trade in moral codes to attack personal freedoms under the pretext of fighting immorality and sin, (c.f: https://bit.ly/2RVy3J4), trafficking in women continues at a large scale. Furthermore, on-going dysfunction within families, violence against women, migrant domestic workers and children, which in some cases take the form of murder, suicide, or more tacitly moral abuse and neglect, hardly ever motivate religious chiefs to interfere in what they generally consider as personal matters. In the latest on trafficking in women, the Anti-Human Trafficking and Morals Protection Bureau revealed that, based on information it has about an unknown woman facilitating prostitution work and managing an upscale prostitution ring (USD 1500 for 60 minutes of sex), and following surveillance action, it uncovered the identity of the procurer. Claudia F, a Venezuelan national, runs the ring from Spain, and has used one of the Beirut hotels to carry out her services. She was reportedly persuaded to come to Lebanon and arrested with two Spanish and Ukranian women. Claudia, who admitted to facilitating sex work for girls in return for a percentage of the profits, was referred to the competent judiciary along with the other suspects. Lebanese appeal to Syria to reduce transit fares

An Nahar daily wrote that hopes Lebanese farmers and exporters built on the reopening of the Nassib Crossing to restore the flow of Lebanese goods through the Jordanian border into Arab Gulf markets were dashed due to the Syrian decision on September 10 to raise the transit fees. The newspaper cited the head of the Syndicate of Owners of Trucks in Lebanon, Shafiq Lakikis, as saying that the number of trucks passing via the crossing is small as a result of the Syrian measure, negatively affecting export activity. Kassis revealed to An Nahar that, in light of the current stagnation in the industrial, agricultural and productive sectors, and the huge losses incurred on the land transport sector over the past years due to the closure of the borders, the Lebanese side may settle on a 2% - 4% or even 5% increase but not on 10% as is the case today. Lakkis called for reciprocity in accordance with the Arab Facilitation Agreement and other treaties signed between Lebanon, Syrian and Jordan, pointing out that Syrian trucks transport their goods via Lebanese territory into Syria without charge. Concerned transport and export circles, Lakkis said, demanded charges be levied on Syrian trucks correspondingly. Citing informed sources, An Nahar wrote that Syrian enforced tariffs on some refrigerated trailers carrying vegetables have reached nearly USD 1200. Similarly, Jordan imposed USD 140 per ton on trucks, An Nahar said, noting that Lebanon’s Ambassador to the Hashemite Kingdom, Tracey Shamoun, has intervened but did not succeed in reducing the transit fees to this effect. Rural women development project completed in Akkar

In collaboration with the Muicipality of Qubiyat and the Union of Municipalities of Jurd Kaita’ and Juma, and under the patronage of the minister of state for administrative reform (OMSAR), Inaya Ezzedine, the Safadi Foundation concludes today the “Women Active in Rural Economic Development- WARED” program. The event takes place at the premises of the Safadi Foundation for Agricultural Development- Deir Dalum, Akkar. The program, which is part of Afkar 3 program funded by the EU and managed by OMSAR, was launched on December 1, 2016. Its aim is to promote the role of women as catalysts for achieving a balanced and sustainable economic development in Akkar, build their capacities to use modern technology in the manufacture of traditional agro-food products, and diversify and expand the sources of income in the aromatic plant production. MP Yacubian submits draft bill canceling forcible imprisonment of mother

The Appellate Attorney General, Judge Samir Hamoud, yesterday issued a circular to all appellate prosecutors covering a number of procedures to be observed at the time of arrest. These included, assigning the judicial police during the execution of court rulings related to child custody and parenting orders as well as seeking assistance of social workers and mentioning this in the record. Also yesterday, MP Paula Yacubian submitted an accelerated draft law revoking the forcible confinement of the mother who refuses to give in her child. In the explanatory statements of the proposal, that “it is unacceptable to jail mothers on charges of maternity and turn Article 998 of the Code of Civil Procedure into the Sword of Damocles hanging over their heads and authorizing their imprisonment if they were so attached to their own children, as happened recently. To recall, Article 998 supports the jailing of a person ordered by the court to hand over their children should they refuse to do so during the execution of the order.  Yacubian referred to the international conventions signed by Lebanon, including the International Conventional on the Rights of the Child (Law. No. 20, 30/10/1990) which requires the Judiciary to give due consideration to children in any court proceedings concerning them.  (Al Mustaqbal, Al Diyar, November 14, 2018)

Berytech in Amsheet to help startups

Berytech launched yesterday the 7th edition of the Global Social Venture Competition GSVC, which is an international contest to inspire and empower young social entrepreneurs to transform their ideas into feasible and scalable projects with the aim to develop innovative solutions to pressing social and environmental challenges. In the details, Lebanese startups compete in the local contest and the winner makes it to the international finals representing Lebanon among hundreds of startups from more than 60 countries. Startups wishing to take part should apply through Berytech website before December 3. On the other hand, the foundation stone was laid on November 3 for the Berytech building in Amsheet by the initiative of Michel Issa Foundation for Local Development (MIF). The center will be the first hub for business outside Greater Beirut area. The purpose of the project is to attract young people from the districts of Kesrwan, Jbeil and the governorate of the North, and provide them with the support and assistance they need to start their own enterprises in the fields of technology, agriculture, tourism and others. Labor refuses to ink agreement regulating Ethiopian domestic workers despite MWDWs’ appeals

The labor minister reportedly refused to sign an agreement with the Ethiopia authorities to recruit female domestic workers within the set deadline, despite repeated appeals from Ethiopian MWDWs, AL Diyar newspaper said on November 9. The Lebanese minister explained the reason for his decline saying the caretaker government is not entitled to sign a memorandum of understanding, despite the existence of a legal text that sanctions this, Al Diyar wrote. The latter argued that the ministry’s decision would cause a problem for the Lebanese employers should Ethiopia ban the travel of its nationals to Lebanon. The illegal entry of MWDWs through a third country will cost more, the newspaper said, adding that with the end of the deadline, the ministry of labor started looking for solutions to the impasse pending the response of the Ethiopian side. In the same context, Al Diyar cited informed ministry sources as saying that since Kabara took over, about 200 new agencies have been licensed, noting that the business is going downhill. Future women in Katermeya dwell on personal status

In collaboration with ABAAD and the Working Women League in Lebanon, the Future Movement Women’s Sector in Southern Mount Lebanon organized a workshop on personal status in the southern town of Katermaya. On the occasion, the Katermaya coordination officer, Ruweida Daqduqi, underlined the need for a law that grants the Lebanese woman her full rights in all areas of life. Similarly, the head of the Women’s League, Iqbal Dughan, outlined the reality of women under the Christian personal status law and the significance of a legislation that protects them from infringements on their rights. Participants pressed for communicating with the offices of the League and the Organization to obtain the necessary legal advice and awareness on the issues of personal status, work and social security, as well as, reporting any violations against women around these areas. Social workers for child custody rulings

In the framework of effects of verdicts related to child custody (c.f: https://bit.ly/2PTxe67), the justice minister, Salim Jreisati, yesterday asked the appellate attorney general, Judge Samir Hamoud, to communicate to various appellate prosecutors within their jurisdiction, that security forces seek the assistance of social workers in executing court rulings in similar cases. Social workers are required to accompany security squads in their missions to avoid any psychological repercussions on children, minors and juveniles. In his order, Jreisati recommended collaborating with the ministry of social affairs to provide security forces with a list of social workers within its cadres, and there are loads of them, to help in executing court decisions.
