Narrowing gender gap adds USD 5.8 trillion to global economy

The International Labor Organization (ILO) indicated in its ‘World Employment and Social Outlook (WESO) – Trends for Women 2017’ report a substantial decline in the likelihood of women’s participation in the labor market as compared to men. The quality of job prospects for women remains worrying, and helping women enter the labor market is an important first step, the report noted. The current global labor force participation rate for women for the year 2017 is just over 49%, that is lower by 27 percentage points than the rate for men with no improvements anticipated in 2018, the report said. The report also mentioned that the G20 leaders have committed in 2014 to reduce the gap in participation rates between men and women by 25% by the year 2025, pointing out that efforts to achieve this target were still way below that is needed. Estimates show that if such a target is realized across the world, it can potentially yield close to USD 5.8 trillion in economic gains, and can also unlock huge potential tax revenues. The latter, according to the same report, could increase by USD 1.5 trillion. In conclusion, the WESO report called for extensive measures to be taken that improve equality in work conditions and reshape social gender roles. Measures include for example, the promotion of equal pay for work of equal value; addressing root causes of sectoral and professional discrimination; recognition of, reduction and redistribution of unpaid care, and finally, the transformation of institutions in order to prevent discrimination, violence and harassment in the workplace and to eliminate them. Second phase of export sea bridge kicked off

The Investment Development Authority of Lebanon (IDAL) announced yesterday the renewal of the sea bridge export program after a meeting at the Grand Serail under PM Saad Hariri aegis and with the presence of the ministers of economy, industry and agriculture. To note, the Cabinet decided on May 17 to continue its support to above program implemented by IDAL through allocating a sum of LBP 21 billion (USD 14 million). Hariri revealed during the meeting that there are additional steps that need to be taken to subsidize and facilitate the export of made-in-Lebanon products, pointing out that the government has approved the required sums to this end. What is important, Hariri stated, is domestic production and the creation of jobs for the Lebanese people through substantial investment. “You have to put forward your demands and needs in order to expedite solutions to them with the government’s assistance,” Hariri maintained, adding, “we need help and backing to reach the desired outcomes sought by the private sector, and we want to see a successful and flourishing production of this sector.” For his part, industry minister Hussein Haj Hassan, said that the industry sector did not benefit properly from the maritime export bridge, suggesting the creation of new outlets to market Lebanese goods, namely in Russia and Africa. (Al Mustaqbal, Al Diyar, June 16, 2017 )

Four Russian women subject of ISIS human trafficking

The Lebanese press circulated today the news of the abduction of four Russian women in Zahleh back in 2013 and their handing over to ISIS. Al Mustaqbal daily reported that the Head of the Military Court, brigadier general Hussein Abdallah, while questioning Alaa A, indicted on charges of affiliation with the terrorist group during the latter’s trial yesterday, asked him about his kidnapping of 4 Russian women from a nightclub in Zahleh, Beqaa and handing them to ISIS fighters. The defendant, Al Mustaqbal wrote, denied the accusation, stating that he was abducted along with the girls on a militant checkpoint in the town of Arsal where they were later transferred to the town of Qara. In the details, during 2013, Alaa A initially confessed that he and his nephew Omar G have together kidnaped the Russians and gave them as "gifts" to ISIS commanders, but that two months later were smuggled to Turkey. Alaa went on to say, that Omar received his “share” of the money (USD 5,000) from the “the successful deal”. In the hearing, Alaa retreated from his initial statement, insisting that he and the 4 Russian women were victims of abduction, pointing that he was sentenced to 10 years in prison by the Criminal Court of Zahleh, while his attorney, Fadia Chdid, explained that the ruling was revoked by the Criminal Court of Cassation. Omar, on the other hand, said that he did not kidnap the Russians but that he “stayed with them until late at night”, sustaining that the amount received from Alaa two days after the abduction was only his paycheck from working at the sawmill. Civil and women activists protest the marginalization of women in new electoral law

The exclusion of women’s quota from the newly endorsed electoral law was met with disappointment by civil society and women activists who demonstrated yesterday in Riad el Solh square to protest the missing quota and the extension to the Parliament. The Lebanese Association for Democratic Elections (LADE) circulated a statement elucidating the pros and cons of the new electoral law, where disadvantages were greater. For its part, the National Commission for Lebanese Women (NCLW) voiced discontent over the new electoral law which did not ensure minimal representation of women in the Parliament, reminding the government of the ministerial statement, which gave it the vote of confidence, and in which all officials have pledged to support inclusion of the women's quota in the projected elections law. The NCLW appealed to the various political parties to “nominate Lebanese women on their lists in order to guarantee a fair representation based on justice, impartiality and equality.” Similarly, the Progressive Women Union condemned what it described as a “premeditated intention by the authorities to marginalize the Lebanese woman in the political system.” Meanwhile, the minister of state for women’s affairs, Jean Ogassapian, declared in a television interview that he did his best to include the quota, or to ensure the presence of at least one woman in every list, which some political figures turned down, as he put it.)L’Orient Le Jour, Al Mustaqbal, June 15, 2017(

“Nucleus” program launched to promote startups

The UK Lebanon Tech Hub (UKLTH) kicked off yesterday ‘the Nucleus’ program aimed at building investment ventures with idea-stage and early stage startup companies to assist them in reaching a marketable product in a period of 3 months. The launching of the 12-week program was accompanied with the announcement that Banque du Liban was donating to that end USD 3.2 million, equivalent to the amount allocated by the British Embassy to finance the undertaking. Funding is expected to support various activities of the British-Lebanese center in an additional way to sponsor entrepreneurship, research and development in Lebanon. To note, some 176 startups have applied to the program, 20 of which were shortlisted to take part in a week-long product development workshop, which further narrowed down the total to 6 enterprises for the final stage. The successful companies will have access to USD 20,000 in cash and another USD 30,000 in in-kind services, and an up to 5% equity. Upbeat summer tourism season expected

The secretary general of the syndicate of owners of hotels, Wadi’ Kanaan said he expected an improved hotel occupancy rate during the Fitr Holidays, particularly between June 26th through 31st. He pointed to a 90% to 100% rate in 4 and 5 star hotels inside Beirut, against a lower 50% to 70% outside it, anticipating a rise in hotels operating across the Lebanese regions to sustain the surplus of reservations in the capital. Kanaan confirmed that the bookings of various incoming airline flights were almost complete, noting that MEA has added some 60 flights into Lebanon, while other companies have also increased their flights, particularly those coming from the Arab Gulf countries. He drew attention to the return of Gulf tourists, namely Kuwaitis to the country. Kanaan attributed the reasons for his confidence in a promising summer to a number of things, mainly: adoption of a new electoral law and security and stability enjoyed by Lebanon, aided with the ‘Visit Lebanon’ promotional campaign launched recently by the ministry of tourism. Despite earlier promises women’s electoral quota dropped

After 8 years of continuous deliberations, a political agreement has been reached on a new electoral law, but, despite all earlier promises, parties did not endorse the women’s representation quota long sought for by women and civil society groups and pledged by several politicians. In this context, and after Prime Minister Saad Hariri threatened to boycott the elections should it not observe the said quota, he praised yesterday the efforts that led to the new law, while expressing disappointment because “some reforms, we struggled for, most important of which is the women’s quota, were not approved”. Hariri stressed that he was adamant, and so was House Speaker Berri, on supporting it. “The quota will be nonetheless applied in all the Future Movement bloc’s lists,” the PM stated. For his part, the minister of state for women’s affairs, Jean Ogassapian, tweeted that an elections law which ignores women’s quota is “the worst possible”. Similarly, and hours before the declaration of the ‘accomplishment’ of the above new law, MP Gilberte Zouein, said in a statement: “if officials concerned had to include the women’s quota in the ‘notable’ elections legislation, it ought not be restricted to nomination, but also observed on the level of results.” Then only, she added, “the women’s quota becomes an actual component of the process of state reform and enhancement of the role of women in political life.” (Al Mustaqbal, Al Diyar, June 14, 2017)

Foreign ministry to review bilateral trade agreements, LIA cheers

Following a wave of complaints by the Lebanese Industrialists Association (LIA) to the foreign ministry on the flooding of productive sectors with imported goods, and its appeal to salvage domestic industry, foreign minister, Jibran Bassil, pledged last week to reconsider trade relations with exporting countries. Bassil announced this in separate letters sent to the ministries of industry and economy. Likewise, LIA president Fadi Gemayel, commended Bassil’s move which he said substantiated the fact that industry has become a national concern par excellence. It now receives the attention of government officials, who are now convinced that industry is at the core of national economy, LIA chief noted, stressing that the Association continues to work on achieving a number of demands and awaits the adoption of previous government promises, namely, the implementation of protectionist measures. Research on unemployment and livelihoods in North Lebanon

The Director General of the Central Administration of statistics, Dr. Maral Tutelian, indicated during the Cabinet meeting she attended yesterday with the director of the coordination and national accountability department, Najwa Yaacoub that a study on unemployment and live goods will kick off in the North as of July. Tutelian added that she has sought the support of the local governor, Judge Ramzi Nohra, in order to facilitate the work of the data collectors. Fransabank grants and awards to students

Fransabank recently launched three initiatives with the general secretariat of catholic schools, St. Joseph University and LAU to award financial grants and university tuition fees to students. This move comes as part of Fransabank social responsibility and commitment to the youth as the foundation for the future. As such, and within the framework of renewing the MoU between Fransabank and the secretariat of catholic schools, USD 27,000 were distributed to 21 student winners of a competition launched in early 2017. The said competition was entitled "talents for Lebanon". In his keynote address, the CEO of Fransabank, Nadim al Kassar, noted that the Bank seeks to support the youth through providing them with spaces to increase their knowledge and allow them to challenge their energies in a positive way. Furthermore,, Fransabank partook in an entrepreneurship competition with USJ and distributed financial awards amounting to USD 10,000 to three winning projects out of the seven competing ones in the environmental and technology fields. The event was organised in collaboration with the Alumni association and Berytech, the technology hub. Fransabank also organized with LAU the third edition of the UDEsign competition which targeted this year fine arts students who prepared short films on spending and saving based on their own experiences. The young woman who won the first award was granted USD 7000 as a full tuition to attend Salzbourg university. To be noted that three winners were selected out of 7 participants.
