Banque du Liban et du Commerce (BLC) allows Lebanese women to open accounts for their under age children || Newspapers (Arabic)

Despite the long struggle for equality between women and men in Lebanon, most banks in Lebanon still refuse to allow Lebanese women to open bank accounts for their underage children because fathers are generally still considered to be the sole custodians of their underage children.
However, the BLC bank appears to have made a breakthrough in this matter.  Indeed, the bank’s head of marketing and production, Ms. Carel Ekilian, declared in an interview to the Al Nahar newspaper that the bank is proud to have started this initiative along with other concrete steps aiming at supporting women to access all their financial and banking rights.  According to Ekilian, there is no law that prohibits Lebanese women from opening bank accounts on behalf of their underage children.  She added that back in 2009, the banking association along with a number of lawyers attempted to find solutions for this issue especially in relation to the status of fathers as custodians for their underage children (or the grandfather in case the father is absent).  This, according to Ekilian, has prompted the bank to make this bold move and allow women to open bank accounts for their underage children.  The accounts will be automatically transferred to the children’s names as soon as they reach 18 years of age.

Hayat Arslan: Changing women’s realities begins with their economic emancipation || Newspapers (Arabic)

In an interview with Al Nahar newspaper about her life and social and political background, Hayat Arslan described the realities and paradoxes in the lives of Lebanese women.  Arslan noted that there are several profiles of Lebanese women notably those with self esteem, others who are subdued or who are superficial.  Arslan added that change can only come through women’s economic emancipation.  When talking about women’s participation in decision making, Arslan confirmed that it was indeed poor because of patriarchal control and mentality as well as women’s reluctance to get involved in politics and the low level of awareness among women as to their “national duties vis-à-vis their country”.

Arslan also talked about her work within her organizations and the implementation of a program aiming to support women economically and which benefited women from both Muslim and Christian communities.  Her current ambition is to set up build a HQ for her association in Aley.  Finally, Arslan pointed out to the work of the handicraft cooperative for which she is responsible and which seeks to market traditional Lebanese women-made crafts in Lebanon and outside.

Lebanese General Trade Union: private schools have become trademarks retail stores || Newspapers (Arabic)

The president of the General Trade Unions in Lebanon has addressed the Minister if Economy and Trade, Mr. Nicolas Nahas with regards to the raise in school tuition fees in private schools and which is escalating without any form of government control.  According to the president of the GTUL, this rise by the administration and which is endorsed by the parents’ committees of schools is based on non-realistic budgets that are submitted to the Ministry of Higher Education which in turn approves these without proper monitoring or auditing.

Ghosn also pointed out to the added financial burden on families resulting from the proliferation of the new practice of trade-marking within private schools as most of them have their own “designer” school outfits bearing the institution’s logo and which  students are forced to buy at high prices whereas alternatives are available on the local market at a lesser price.  Ghosn also added that the same practice is presently in place for school books and stationary.  (Al Safir, 2 October 2012)

Objectives and scope of the Mid-Term Review (MTR)

The objective of the MTR is to enable Oxfam and implementing partners to assess the progress in delivery of programme outputs and achievement of outcomes and, based on this assessment, to take decisions on the future orientation of the programme.

Key responsabilites:
  1. Methodology:

The selected consultant(s) will work with Oxfam team to refine and agree on the final methodology, but it is expected that the latter will include the below components:

  • Desk review (of programme design documents i.e. proposal, log-frame, theory of change, baseline study, as well as reports and produced documents/publications);
  • Field visits to Lebanon, Jordan, and North Iraq (Kurdistan);
  • Discussions with partners and key internal stakeholders;
  • Discussions with key external stakeholders.

Oxfam is committed to building the capacity of our staff and partners. Our relationships with consultants strive to be about the "transfer" of new approaches and skills to our staff and partners in addition to the delivery of a specific product. As a result, throughout this mid-term evaluation, we would like to discuss with the potential consult their ideas for supporting transfer of some introductory evaluation skills or techniques to at least one of our key programme staff, and to use participatory methodologies where possible.

  1. Evaluation Process and Timeline:

The consultancy is expected to take place between 15 October 2012 and end on 15 December2012 as per the below schedule.
Please note that reviews will be made on a rolling basis and appointment may be done before deadline.
Time-frame will be flexible based on availability and proposed methodology.
 

  1. Outputs:

Expected outputs include:

  • An agreed evaluation plan and methodology;
  • A presentation of initial evaluation findings/first draft for face to face discussion with Oxfam and partners;
  • Final evaluation report, not more than 25 pages, of publishable quality, with a stand-alone executive summary of no more than 4 pages;
  • 2 or 3 case study reports (length to be agreed in conversation with evaluator(s)).

In addition, the final report should contain the following annexes, in addition to any other relevant material:

  • Terms of Reference
  • List of events attended
  • List of persons interviewed
  • Summary of field visits
  • List of documents reviewed
  1. Budget:

The budget for this task is approximately 15,000 USD including all type of expenses (travel, per-diem, transportation, calls, etc.).
 

Key competencies:

Oxfam is looking for a consultant or two with strong record in conducting evaluations for Gender Equality programmes.

  • Graduate degree in international development, social sciences or other related discipline. A Master's degree is preferred;
  • Minimum of five years practical experience in monitoring and evaluation for development programs;
  • Proven experience of gender issues within M&E;
  • Familiarity with issues related to gender equality and legal protection;
  • Knowledge of gender, women's rights and theory of change;
  • Excellent writing and verbal communication skills in English. Arabic skills are an asset;
  • Knowledge of issues related to legal protection and Personal Status and Family laws across the region is an asset.

The situation of midwives and the creation of a trade union under study by Parliament || Newspapers (Arabic)

The Parliamentary Committee for administration and justice, headed by MP Robert Ghanem discussed a law proposal for the creation of a special trade union for professional midwives.  Ghanem indicated that midwives need to have proper training and certification and the creation of trade union will allow a proper monitoring and control of the profession.
Gnaem noted that the number of midwives is decreasing.  He also added that a midwife certificate is obtained after two years of training following the Baccalaureate level whereas old traditional midwives are now very rare and that 95% of current midwives have a formal certificate.  Ghanem concluded that the discussion within the committee will be resumed after reviewing the new law proposal in the light.
