Background and Context
The Welfare Association is in the process of implementing a four year project “Empower marginalized communities in South Lebanon”. The project is funded by the Big Lottery Fund in the UK and includes Data base component focused on Palestinian refugee families living in the camps and gatherings of the Tyre area in South Lebanon.
 

Key responsabilites:

Methodology and Technical Approach

  1. Consultant is expected to conduct several discussion sessions with allocated specialist in the CBR field and to conduct an accurate system requirement analysis. The system must include the following elements:
  • Demographic data
  • Case load information
  • Disability information
  • Services provided
  • Case progress assessment details
  1. Consultant will provide a full description of proposed system which should include required inputs /outputs (including reports) for discussion and approval by WA management.
  2. On approval, Consultant must provide deliverables (CBR database) as per schedule that will be agreed.
  3. Consultant must train required staff on completed database
  4. Consultant must conduct debugging and finalization.
  5. Consultant will hand over the source code with full and sufficient documentation to WA
  6. Maintenance of the database should be included, free of charge, for the first six months and consultant should provide quotation for yearly maintenance costs thereafter.

Key competencies:

Description:

The Project Manager represents ILDES and ensures that the donors’ requirements and project objectives are met, the project is completed on time and within budget and that everyone else is doing their job properly.

Key responsabilites:
  • Represent ILDES interests
  • Agreeing project objectives
  • Managing the project development from beginning to closure
  • Draft project proposals, tenders,  budget, cash flows, organizational charts and schedules
  • Be accountable for the project with the donor agency while representing the ILDES’s interest
  • Working with the advisory board and stakeholders to complete a project charter outlining the scope, the goals, the deliverables, the required resources, the budget and the timing
  • Providing a project schedule to identify when each task will be performed
  • Clearly communicating expectations to project team members stakeholders and motivating them dynamically.
  • Provide relation  between the Advisory board, the stakeholders and project team members
  • Resolving any issues and solve problems throughout project life cycle
  • Effectively managing project scope by ensuring any changes to scope are documented and approved with project change request forms
  • Determining if external consultants or contactors will be required to complete the project plan.
  • Propose recruitment of contractors and consultants and manage appropriate staffing and subcontracting resources according to ILDES and EU procedures
  • Tracking and  reporting on project milestones and provide status reports to ILDES, donors and stakeholders
  • Leading, coaching and motivating project team members on a proactive basis
  • Organizing the various professional people working on the project
  • Risk assessment
  • Making sure that all the aims of the project are met
  • Making sure the quality standards are met
  • Using the latest IT to keep track of people and progress
  • Monitoring sub-contractors to ensure guidelines are maintained
  • Monitor accounting, costing and billing activities.

  • A university degree, preferably in a topic related to the field (Background in project management and/or civil engineering)
  • At least 5 years work experience in a similar project

  • Rapidly adapt and respond to changes in environment and priorities

The Development of local communities project for supporting rural women cooperatives

The Minister of Agriculture, Dr. Hussein Hajj Hassan, inaugurated at the Hotel Management School in Dekwaneh yesterday a workshop entitled “Challenges in Marketing Lebanese Agricultural Products”. The event was organised within the framework of the development of local communities Project implemented by UNIDO in collaboration with the Italian development cooperation, and the Ministries of Industry and Agriculture and with funding from the Italian government. Minister Hajj Hassan noted in his keynote address that the current project targets small and medium size rural women cooperatives and includes two phases; the first is geared towards providing equipment and refurbishing industrial spaces. The second phase includes training of workers in issues related to running agricultural and industrial cooperatives and institutions. The project also seeks to improve quality and food safety, providing assistance to ensure increased quantity of production so as to enable marketing and guarantee sustainability. In the same vain, the Minister called for securing a space for a permanent exhibition for the products of coops which will be a direct relay to the consumers. Hajj Hassan also noted that his Ministry is striving to facilitate financing to cooperatives through the National Credit Union. He also added that new decrees will be issued next year to regulate the relation between the National Union of Cooperatives and the National Credit Union. The development of funding opportunities will be carried out in the framework of a new rural development program which will be funded by the EU. Lending to the cooperatives will be secured from various private banks with a guarantee from Kafalat and with the support of the Central Bank.

Brief Description:

Key responsabilites:

Financial

  • Supervise, Coordinate and follow up all financial, accounting and budgeting activities of the Lebanon branch
  • Ensure all financial and management controls are complied with and report any deviations
  • Prepare the Lebanon branch budgets and cash flows  according to  related policies and procedures
  • Implement the financial / accounting, administration, and Management Information System policies & procedures

Administrative

  • Supervise the maintenance of the office and organize repairs and modifications as necessary
  • Ensure the equipment is in good working order and replace it when necessary
  • Be in charge of the safety and security aspects of offices and work equipment
  • Contracting with suppliers
  • Ensure IT and phone networks are in good working order
  • Coordinate with insurance companies, update, adapt and renew insurance policies
  •  Undertake any  other financial and administrative assignments or duties requested by the Lebanon Country Director
Key competencies:
  • A university degree (Masters Degree preferred) in Finance
  • Minimum 7 years of relevant program experience in financial analysis, cost accounting
  • Demonstrated capacity to supervise a complex financial management or general ledger system
  • Demonstrated capacity to manage the financial and administration and responsibilities
  • Excellent communication, interpersonal and reporting skills in both languages (Arabic and English)
  • Excellent computer skills
